Whether or not someone is a tyrant is often a matter of perspective. Someone in power should absolutely worry about tyrant killers. If Julius Casear had a failing you might say he was too worried about appearances, to the point where he allowed political enemies to exist when he shouldn't have. Octavian took those lessons to hear when he came to power.
Caesar wasn't "too worried about appearances". Towards the end of his life he began to act openly like a king and a tyrant something which Romans despise. His vanity and arrogance got the better of him after he won the civil war. Before the Civil war he had done some questionable acts but he was a great political player, however after he defeated the Pompeyans he got drunk with his own glory.
Then he betrayed him.
Which is why he sits in the deepest Ring of hell with the big man himself.
