If after 2-3 years and no promotion is given, and when you ask for it, your manager give tonnes of excuses. it is time to leave. Worse, if the promotion gives you disproportionately more responsibilities yet the pay increment is pathetic, i think you should reconsider your career choice. This is akin to quiet hiring. With the poor economy nowadays, many promotion cycles had been frozen, or the pay increment is significantly way lower than before. And if your employer is cash-strapped, I suggest you not to fool yourself by thinking of a promotion. The boss will probably think that you should be counting your blessing for not getting retrenched. If you are good enough, you'll shine anywhere u go.
It's rather naive to think this is something you ask for. Promotions and raises are like dating, if you have to ask or beg for it then you probably don't have leverage with the other party. Leverage is the most persuasive argument. 😂

"I would like to resign" usually works better
Let your performance speak for itself instead of seeking validation.

It depends on the boss, if the boss thinks you deserved it, you will get it
