That must be an incorrect translation. The phrase should be 'shadow of Allah'. This is based on the Hadis of the Prophet that the Khalifah(Sultan) is the shadow of Allah on this Earth, therefore the subjects must obey him.

Murad basicly had a meeting of his board of directors and quite simply told them to stop leaning on him to enact all judgement for them. They where there to do a job, and they swore to the they'd do it, they all failed, have gave them a very very generous 2nd chance. But it was the only 2nd chance they'd ever get.
Murad believed in second chances, by letting them swear on the Qur'ran he ensured there would be no grounds for 3rd chances. They either get their houses in order or they'd find themselves denied paradise and their heads removed very swiftly and no one would stop him, to deny the Sultan's vengeance or proclamation would be to deny it on the Qur'ran aswell.
No matter how powerfull someone was in that time, breaking that kind of oath was unthinkable.
Not to even mention how phenomenal of a powerplay this was. He never put on the chains, everyone put on the chains willingly to keep their heads, and their station, and he outplayed Kosen for good.
