Rosa Luxembourg is a reference to one of the leaders of the early communist organizations in the Weimar Republic. In early 1919, they tried to take over the government in the "Spartakusaufstand", which resulted in battles against the government, especially in Berlin. Maybe also a system that counts the results of battles towards war participation, like a won battle counts for double the war participation or something

Seriously that's basically all you need to do. If you kill off most of their army and take their entire land by yourself suffering only 20k casualties but they go full stupid and get killed for 3 million men they get all of the war score. Really not okay.
Oh man i know this pain, made an attempt at the Crusader Kings 3 achievement (As Poland, have a monarch and control Jerusalem). I went Cossack King and single-handedly sunk the Royal Navy and conquered Great Britain and got ZERO say in the peace treaty. Run over.

Equipment and people killed ratio to lost should be the biggest factor tbh. I mean there wasn't really a lot of negotiating with America given they lost basically no-one, had an army of 11 million and a big fucking bomb ready for industrial production. Yeah go ahead and fucking TRY to argue.

That's why you should use player led peace conferences. I hope they fix this massive flaw with the peace deals in the next update. If you directly occupy that land AND have cores on it, it should be significantly cheaper for you to annex than for anybody else.
If you directly occupy land and have cores on it, it *is* much cheaper for you than anybody else. You get a massive cost multiplier on land occupied by a different faction than you, and a cost reduction on claims and cores(even cheaper). However, if you have 6 warscore per turn it doesn't matter how cheap the land is for you. The AI that was grinding casualties for 4 years before you joined the war will get the 1600 points it takes to take your land LONG before you get the 80 you need.
I remember something like this happening to me once. I played as Ireland with the goal of owning all of Britain. I flipped fascist, slowly built up my army and air force, and then when the UK was distracted in France, I joined the Axis, joined the war, and launched a crap ton of paratroopers into GB. It took a while and a lot of micro, but I eventually managed to capitulate GB entirely by myself. I occupied all the land, and I had inflicted a ton of casualties through encirclements and defending my ports from AI naval invasion spam. When the war was over, I literally could not even get Northern Ireland in the peace deal, which is a core state of Ireland. I solo-ed a major power and ended the war single-handedly, and for my efforts the game awarded me basically no war score. It took a while for the sting of that one to fade.
