It's not always true. Typically, if we are asking to engage a target, it was briefed to us that we are not to fire unless granted permission first. Another thing with that is. If he had taken the shot and was told to await confirmation from his chain of command, he would still have probably been held accountable for disregarding an order given to him and would've been disciplined regardless if he was right in his action. Commanders are egotistical and hate being wrong when it comes to an enlisted member correcting them, especially a junior NCO or enlisted member, disregarding their orders.
And why solely blame unfavorable conditions on Trump. Who knows how he's planning would have worked out had their been an election.
Let's talk about the illegal invasion and occupation before we talk about the withdrawal..

I don’t agree with Trumps decision to negotiate with the Taliban but the majority of Americans wanted out and the Taliban (even though unpleasant and unfortunate) controlled the majority of the country and hearts/minds of its people. Like it or not, YOU wanted out of the conflict/country negotiations with anyone else but the Taliban is unrealistic and would not have solved the problem. If we attempted to keep propping up a democratic government in Afghanistan it would have needed extensive aid and military assistance. So either you stay committed or you negotiate with the Taliban and impose limitations on their behavior. Like it or not, Trumps actions are logical.
