i think Pip as a character being so overly tragic is because British people tend to like dark humor (source: my parents are British.) the obvious problem being that Pip missed the humor part.
I honestly liked Pip. I liked that he was endlessly optimistic and defiant to become like the rest of the characters of South Park. There are times when Butters becomes just as bad as the other guys, and although some would say it's justified, I liked that Pip just adamantly refused to ever stoop to their level. He was the guy that was willing to die to try and do the right thing, and unfortunately he did.

I didn't know people had a problem with Pip. I just thought he was a nice kid. Pretty much everyone in South Park gets picked on so it never occurred to me that people would hate Pip for being picked on.
My main exposure to Pip was through a series of slash fic with him and Damien as adults, where they're married and raising a demon child in the suburbs. The fan fiction was better

While, I do think Butters is the superior punching bag, he had to come along later when the writing got better and the jokes weren't just "kid gets hurt". A big difference is that the bullying of Butters is either an A or B plot to an episode, whereas bullying Pip was mostly just one off jokes showing how cruel the boys can be. Pip is a fine character, but his purpose was fulfilled once Matt and Trey got a better idea of how they wanted to structure episodes.

Honestly, I could see it being funnier if they didn't go with the Genesis Machine and had it be she's teaching her daughter to break men's hearts to carry on a legacy... and then Pip snaps. He calls the woman a "Shriveled up Twat," beats Steven with the girl, and then just robs them blind afterwards to give money to the men who's hearts she broke. With the criminal coming in to help Pip do it. Like, c'mon, the setup was there.

Pip was flipping awesome in the dodgeball episode, being the kid who finally has a means to let go of his rage through a constructively destructive way - throwing the ball so hard he is the team’s MVP. At least until Chef decides “nah, come on, we’re done playing” and then even when Pip wins for their team again, nobody cares. I liked the episode as well. Pip, I mean. Because it wasn’t your standard South Park episode and yet it still had a feel of it later in the episode with the woman wanting eternal life and the girl killing baby bunnies until she gets bored of doing so. Pip was only non-reactive to the bullying likely because of his British stiff upper lip.
