I picked a uke up at the start of COVID, so maybe 3 years ago? I'm good enough by now to play this, although it would take me a good few hours of practice 😭
The key to playing pieces like this is mastering the basics. Practice chord changes in isolation. Practice fingerpicking in isolation. Practice scales in isolation. etc. Once you have a mastery of these "basic" techniques, as Stepan does, composing them together to perform this piece becomes much less of a challenge. That mastery can take a long time, but the more investment you put into the fundamentals, the better payoff you'll have in the future learning *any* piece.
Honestly, the ukulele sounds so much better when played fingerstyle versus strumming. It's guitar heritage really shines through when played like that (and yes, the ukulele is actually a derivative of 19th century Portuguese style guitars).
I'm late to this but what the person said above me is true. You can do anything you want. You CAN and you WILL achieve it if you put some work towards it. This guy probably spent years of playing to sound this good. I myself achieved something that I dreamed about for some time. I achieved it by showing up everyday to practise and improving everytime. Not by huge amount but I did improve by a little bit everyday. You can do it ! I believe in you, friend ! :)
Now i got it, didn't know LOW G was a thing 😂. Its great to know, i play guitar for 20 years and i'm used to the linear toning of it. It will make the instrument more intuitive for me to play. I never had a ukulele before and i am lovin it. I saw this vídeo and i thought "daaam i got to play this".

never limit yourself man, you can do it. It'll take lots of practice for sure but eventually it's possible if you're dedicated
