Except that it's doesn't, because he definitely mocked the whole concept. You don't have to proudly proclaim hatred or declare an intention to eradicate in order to cause harm or perpetuate a harmful condition. Imagine being someone who is hopping mad about the existence of transgenderism and desperate for any kind of even relatively neutral validation. Then imagine finding a non-native english speaker who says that it makes everything complicated and doesn't make sense.
When your objective is to invalidate, harm, and/or marginalize, your first tactic tends to be a desperate search for neutral rhetoric that empowers a broader invalidation without directly doing so itself. It's textbook nationalism; it's textbook fascism; it's just all around "textbook" and readily identifiable in every attempt to push back against things like transgenderism. The Arkansas Attorney General couldn't even name the alleged medical organizarion she claims is twlling her that gender disphoria is a sickness that can be cured by deadnaming and allowing parents to sue entire schoolboards. And don't even get me started on the whole "we're protecting our children from being groomed by drag queens" nonsense. If that's the case, then why is it still legal in roughly half of American states, all deeply red, for men to marry underage girls, with most of those states allowing for them to be married without a minimum age? Because that's usually a religious thing.
