Both the song and video are a mess...but I guess a mess ahead of its time. For something very different, but really cool...check out TV On The Radio - Happy Idiot (Official). I think it will surprise you and the video is good too. It's got 6-million views so it's not as obscure as you might think.

So the Director had to literally hack a desktop computer to perform animation for the very first time. Also, until this point panning and scrolling had only been done horizontally. This was the very first time images were seen panning vertically❤️🔥

I think the videos animation was copying the parliament funkadelic records artwork. If you compare them. The albums artwork was done mostly by a guy named Pedro bell.
