that is the baseline in many countries. in fact, in germany, not pulling over and stopping when an ambulance is passing can result in a €500.- fine.

That’s all countries mate. Even UK we pull over all the time for ambulances or we get severe fines unless we’re at a traffic light which means we mustn’t cross a red light for an emergency vehicle

If the ambulance is moving extremely slowly, it's often the case that the patient has to be moved extremely delicately. Think SAH for example.

@@tyonamin I lived in Japan for 6 months and trust me all the ambulances drive so slow. All their patients don't have spine injuries that require delicate transport :).
