that is the baseline in many countries. in fact, in germany, not pulling over and stopping when an ambulance is passing can result in a €500.- fine.

If the ambulance is moving extremely slowly, it's often the case that the patient has to be moved extremely delicately. Think SAH for example.

They have speed limits to prevent crashes and patients getting more and more injured
