It's usually the IEM/Ignitor or the Distributor cap and a valve adjustment. I flip those old hondas all day. I see ones like his goin for 2k in "tow it away" shape if the rust isn't bad. but they usually need suspension freshening, and some interior bits. (speaking of, reminder to adjust the valves on your element engine if you want it to last!)
Go to element driven dot com and order urself a rear hatch release easier to get in and out of the element better than crawling to the front seat to open the doors

just change the spark plugs, $8 fix for misfires. Then you can sell it for $3,000 in today's market

You can also make one easy, I used an old honda door handle and some bike cable and it looks better than their kit.
