Today, John goes to the next section of Project 2025, "Chapter 3: Central Personnel Agencies: Managing the Bureaucracy," co-written by Donald Devine, a hold-over from the Reagan Administration. They don't want to "manage" the bureaucracy, so much as spoil it; turning it into a corrupt shell of what it once was.
