ISWC is assigned by your PRO. UPC is assigned by your digital distributor.

So if I'm on sound-exchange do I need to apply for royatyclaim for neighboring rights??
It doesn't hurt to check. SoundExchange does a great job tracking internationally if you signed the international agreement.
How do you get your mechanical royalties as a publisher overseas outside of those third parties like Songtrust.?
Outside of using third parties would require you to register with all overseas entities yourself to collect from them.

Register with your neighboring rights society where you live. They will collect from SoundExchange. You can check with royalty claim to see if you have unclaimed royalties.
