    Someone told me if we set low budget like your sample, will be a small chance for my Google local ads show up and my business will have barely call. And he say if we bring the budgit to 1000 a week, we will have alot of calls and most them time the our ads will be on top 3 or 5 when customer serach on google. Is it right? Please correct me if im wrong

      You can set whatever budget you prefer; you only pay when you get an actual call. Google Guaranteed only displays up-to 3 ads at a time depending on mobile or desktop. That said, they will typically cycle them to ensure they're diversifying their advertisers and gaining an accurate representation of "quality score"
      All in all, yes more spend = more calls. But that doesn't mean you get the majority - if people don't click on your ad when it is shown, then that will decrease your quality score. You can have budgets set to $5k/week and you never get your ad delivered because people are not engaging with the ad.
      The best place to start is a low budget and GMB page optimization that way you can increase the likelihood people are clicking on your ad. Once you have a high quality GMB page with 30+ google reviews, pictures, etc. then you can start ramping up your spend and increasing it in increments to ensure you're maximizing your ROI and quality score.

      Yes and No - it is technically a "Google Advertising Product" however, it's not the traditional sense of PPC.
      If you're searching on Google for a service within the Google Guaranteed umbrella, you'll notice that the top search results are going to be Google Guaranteed listing. Given this is a sponsored position, it is a paid service provided by Google.
      Then below the Google Guaranteed listing, there is usually 1 or 2 PPC ads, followed by the 3-Pack; the Top 3 Local Listings + 1 Ad if there is a company advertising there.
      That's the power of Google Guaranteed because it holds the top position on the SERPs (search engine results page) which historically has the highest Click-Thru Rates (CTR) which = highest conversion rate.
