Scream of Shalka was brilliant, better than most New Who stories from season 6 and forward and yes - I've watched it from start to finish, so beat it. Although I really don't want Russel Tired Trope Davis to make it part of his canon. I prefer Shalka!Ninth Doctor to stay alternative version from parallel Universe kinda like Unbound!Third Doctor played by David Warner.
Whoniverse = Multiverse / different media = different worlds / The Doctor can never really know of his own origin, even with the help of a time-machine, it is never clear whether he is still in the same timeline / version of universe "he hinself" originally started from. There are some theories, that Time Lords were originally humans with a time-travelling device, who transported themselves to the "very beginning of time" and build their society or Gallifrey from there - whatever "time-sensitivity" really entails😛Another version of the "crimes of Borusa" revolved around the looming of Time Lords - and the Doctor to be wasn't - never being loomed, but probably born, the strikt laws did not allow him to attend university at all... (way too risky). The term "brothers" with the master might just hint, that the master was also a child of Gallifrey that got born into his family (maybe for some sinister reasons to get at his regeneration energy) but he squandered his "first regeneration" on saving a very young version of the Doctor - so both of them entered the Academy as orphaned boy who had lost their families; same experience makes brothers of us all !

If I understand correctly in some version The Doctor was supposed to be Andred and Lila's son and that's what 8th meant when he said: "I'm half-human on my Mother's side". I'm... so glad they didn't turn it canon... hard canon at least. Although I'm not sure it would be much worse than whole Timeless Child-storyline.
