Here's a compilation I made of all the final boss battles in Pac-Man games. This video doesn't start until Pac-Man 2: The New Adventures from 1994 rather than the first Pac-Man in 1980, since Pac-Man games never really had bosses until this game. No one has really made a final bosses video for Pac-Man except for the Pac-Man World games, so I decided to give it a shot.

you forgot the GBA final bosses from Pac-man World, Pac-man World 2 and Ms Pac-man Maze Madness. Yes, there are GBA ports of those games. Pac-man World 2 is pretty different tho
Personally, I think Spooky is the best option if we need a mainstay villain. He's actually evil, he has the power to be a challenge for Pac without needing to rely on other some macguffins (case in point, it was actually Pac who needed the golden fruit, it was just the power of them that kept Spooky at bay), his theme is catchy which is always a must-have for any big boss, he doesn't clash with the already established style of Pac-Man as a series, and he's what Pac has always gone against, a Ghost. Plus his design is really cool. He's less like Pac's eggman and more like Bowser. The biggest and baddest of the game's main enemy that has a lotta manpower and focuses on magic.
Emperor Ghost is a fun idea tho, and I'd love to see it be executed in a 3D game as a boss. Toc-Man deserves props too, he's fun and is a nice story of Pac being friendly to everyone.
All good points… but I think it would be “mainstay” in the sense of multiple-continuity rivals, like Megatron and Optimus Prime. The common thread would be sealing magic - Spooky is a ghost, after all, and ghosts will just come back if you settle for defeating them.
another option would be Betrayus!
He may not be the most serious one, but he's still a good villain, and they could run some upgrades to make him more evil and threatening

Don't forget the ghost witch of netor, who is officially said to be a nemesis and has three games, one of which is only a cameo She could have been Pac-Man's Bowser or Eggman.

I like the concept of Gobblin from Maze Madness, it's like running away from a twisted version of Pac-Man
with the world remake, maybe world 2 will get a remake next, and we can see spooky again…

Facts
The Betrayus battles were especially fun!
I love the the pac pong fight with Betreyus because throughout the whole game he was using pac’s parents to his advantage and now he’s using the skills that lets him be on par with his aunt to beat him.
I remember when I fought Betrayus in Ghostly Adventures 1, I had no idea what to do so I avoided his attacks and then I won! I HAD NO IDEA HOW I WON!
You know for a fire ghost with a weird looking ray gun, betrayus was actually pretty challenging

A lot of people say the fight is very bad by a boss standards, but I could see where they were going with for the boss. He is portrayed as pathetic in the series, so the fight being a joke makes sense with that context in mind.

I remember the terror that was the 3DS Ghostly Adventures Betrayus fight...Omg, I was having some Nightmare on Elm Street vibes from that second part! He was beating me up too, but I ultimately won.

I totally get the hype with spooky, no other pacman villain can even hold a candle to him and pacman world 2 was one of my favorite games for the ps2. But am I the only one who has quite a bit of nostalgia for golvis? I get that he's not a great antagonist in the grand scheme of things, but his character and presence is what made pac n roll so memorable for me personally. And his battles are decently challenging at best and annoyingly difficult at worst.
I always wondered if the Ghost mechs from World 2 were based on the Emperor Ghost from Arrangement, or if it was just a coincidence
Maybe they used the same shield, but since the ghosts weren't togheter, they were less powerful.

Lord betrayus, toc man, and spooku are my favorite villains
betrayus is a funny for losing and gets mad easily after his plans fails, sorta like bowser and dr eggman when they lose a lot, also 3DS final boss fight has a lot of fighting which i love it, he would be a perfect villain to beat him over and over again like bowser and dr. eggman
Toc man gives a very dangerous fight, he looks so goofy on the original but on remake they made him look dangerous and i love it, the final fight very fits for someone that looks very dangerous, it would be a challenge to beat him without the family's help (and also that he normally wanted to be pac man so they would know that the hero sees the ghost as friends so the ghost would be wanted, pac man forgiving him it was so sweet (unlike the original that doesn't have 2 endings and pac man ruthly eats the ghost to release is family or as a punishment for kidnapping them))
Spooky is the most powerful villain of the series, the fight is cinematic, pac man needed golden fruits to be able to face spooky, spooky can make more damage in the world comparing to other villains, i would love a remake of world 2 and see if they make him even more dangerous like toc man
Honestly I’ve beaten the final boss for Pacman Arrangement, the og one, and it was actually fun and difficult as well.

This is nice but you forgot some port like the Pac-Man World and Ms Pac-Man Maze Madness GBA port, Pac in Time for Game Boy. The DS port of Pac-Man World 3 and Pac-Man and ghostly Adventure 2 on 3DS
Pac-Man and Ghostly Adventures 2 for the 3DS is the same as the console version.

I only include final bosses from the same game but from different ports if they are significantly different. All the final bosses you listed are basically the same as the ones shown in the video. The reason I included the 3DS port of Pac-Man Ghostly Adventures here was because it was a different final boss than the wii u version. However it seems that the Pac in Time for Gameboy looks a little different than the main version. I might include that one next year

@@wariomultiretrogaming628 Yeah same goes for the final boss of maze madness (I believe gobblin will chase from a top down perspective and it plays a bit differently, though I doubt it's that different.)

In my school vr game toc man was piloted by betrayus himself and the tocayus boss fights a 2 parter first phase is you play as cilly leading toc man to goalius 6 minutes ago had landed on PAC world once done a cutseen of goalius destroyed toc man and onto betrayus as PAC man himself and it has a sense where if you don't eat him a special cutseen of goalius deploys ghost busting weapons and seemingly killed betrayus but that end sense where betrayus hand comes out of the regeneration chamber and a Shadow of toc man mk 2 is showed that goalius and PAC man are teaming up again

You mean between the original and Re-Pac? To give players something new, less cut-and-dry than Toc-Man getting countered by his versions of Pac-Man’s abilities. Nostalgia doesn’t have to mean identical, after all.
