Zero tolerance policies lead to people being suspended for defending themselves against bullying. Bullies thrive on "zero tolerance policies" because they allow them to hurt people without being in danger themselves. Zero tolerance policies lead to people getting hurt without being able to defend themselves, because defending themselves would go against said policy, and they would get in trouble.
The fact that this rule causes good people to be taken advantage of is disgusting.
