This was the moment that Makoto had his best character development. This changed his way of dealing with enemies and fights in the Anime. Even though he may seem like he acts the same, he isn't doubtful about his actions anymore, and is a lot more focus in what needs to be done when it needs to be done.
I love this series so much. If I remember correctly, it as a webnovel or light novel came out before Slime and helped inspire moments or elements of Slime ^^ Also I do know that season 1 skipped over a part but I think what the skipped is covered next season thankfully unlike in Arifureta where they just leave a lot out and then bring in moments involving the characters they left out to do arcs involving them later -_- I love the Arifureta openings but the anime doesn’t do the light novel justice
Point of interest: Just before he silences Blondie, while he is walking towards her, he is speaking, and she says, "What are you saying?" It comes across as if she cannot believe what he is saying to her, even though that would be true if she could understand him. The real fact is that she cannot understand him. Remember, he has to use the signs to talk with Hymans because the Goddess made it so his voice was unrecognizable to them.
The reason he seems so cold is because of the shock, he not only saw but felt what happened when the explosion happened, he also had anger/hatred for what happened.
The anime didn't do a good job of explaining the context of Makoto crying after killing blondie. In the anime, it is portrayed that he is crying purely because he killed her. In the WN, after the tension breaks, he cries and isn't sure if it's because he has just murdered someone or because his choices had led to the death of the orc and injured Tomoe. In the next chapter, the latter is made most likely since he feels intensely responsible for what happened (because he had the demihumans take in hyumans and had a rule not to fight with them). The anime also made it seem like he acted without thinking about it being murder. In the WN, he did give it a thought first and decided she deserved it and it was something he had to do. It was less acting out of rage (though there was still plenty of that) and more of a deliberate "You killed people important to me, so you have to die" thing. It's less of a surprise that Makoto does this in the novels, too. In Zetsuya (the town Tomoe and Mio wrecked), they reveal that he doesn't really have an innate aversion to killing and it's only his politeness and default friendliness that keep that side under wraps. As soon as you do something that make him drop those, you'd better hope he has some other reason to not erase you. 16:31 Notice the yellow country on the right being crossed out? 8:40 I don't know if I read into it too much but when it goes to this flash back the way he reacted as a kid I feel like something was up with his emotional state. Like how some killers are as children, slightly detached from "reality"(it's sad when things die?)(if you watched Dexter it's like he was as a child). Look at his hands in the flash back covered in blood and questioning emotions. I just feel like this falls into the good/evil, ideas/questions that come later from other characters in the story. "Will he be a force for good(creation) or evil(destruction)?" The changes he goes through throughout the show and how people comment about his mood changes(when his eyes look different). There isn't much information on them so I don't know how a new publisher got the rights. I would guess the have some connection to the japanese publisher.
