This is NOT a Howler. The Howler has a rotator that is run off of the chopper motor, you can see upon start-up that this siren begins rotating full speed immediately, meaning it has a seperate motor to rotate it, also it is obviously DC powered with weak batteries (note the falling pitch throughout the video). This must have been the pre-cursor to the Tempest?
@andyt1424 It IS a howler, Penetrators have a rotator similar to the Allertor, And a slimmer back cover. This has a rectangular back. Thus proving it's a Howler.
The reason this doesn’t have the same rotor as the Allertor is because this has an Ac motor, like an Alertronic. Howlers don’t have a tall and round top.

@SirenArchCar I honestly don't think anybody knows WHAT it is yet lol. It's some crazy Howler/P-15/T-128 hybrid siren that's never been seen before. It's actually the early ACA Performance Plus Prototype model, The first Performance Plus Penetrator was made specially for Dane County in 1989. A 125 decibel siren with a 240 volt 7.5 HP AC motor - hooked up to a horrific inverter and 25 batteries. Most of these sirens were modified over the years to ensure continued operation. As of 2016, only one of these sirens is left in service and it will likely be replaced (it was in my home town, and was replaced with a T-128)
The chopper motor is originally connected to the rotator gear but in this case someone installed an independent rotation system. So it' is a modified Aca p-10 or a p-15.
