So the idea is always lowering the third of each chord a whole step?
Close! The idea is to lower the 5th of every chord down one note in the scale, or the diatonic 4th of each chord. In the cases of the I, ii, iii, V, and vi chords, it’s moving the 5th down a whole step to the 4th. In the case of the IV and vii chord, the 5th moves down a half step.
