I'm pairing this with Oberon. Once I build the Javlok, because it was mastry fodder to me before now.
It'd be expensive as hell but I have heard the damage vs specific faction mods has weird synergies with this to make it even more nuts. I dunno though.

I'd advice you to ditch Split chamber. Javlok's throw is not affected by multishot.

This, very simply put, does not work (at least not anymore or the way you think it does). As a simple test, try adding more than one enemy.
