On the surface that might look like it, but let's look at some facts:
- Dilma was impeached, but one of the two accusations against her was disproven after the fact. While that doesn't invalidate the other one, the possibility that the circunstances around it were fabricated can't really be disproven either.
- Then, Lula was charged some BS and arrested (hence he couldn't run for presidency), but a while after the election was over said charges were conveniently dropped.
Looks to me like this "lack" of suitable candidates was plain ol' political manouvering.

Allow me play the game: explaining politics on Brazil.
First a reference on the way our country do elections. Brazil has a multi-party system instead of a duo-party system (like US does) so each of the parties is elegible to select internally a candidate to support. All the candidates will than do debates, make propaganda and similar until the election on November where a general vote of every elegible voter is done. According to Brazilian laws, anyone above 18 SHOULD be a elegible voter and you can hit problems if you don't register, that being said is a one time only register and u will be register to all elections after it only having to re-register if you fail to participate in a vote with no justifications (besides paying a fine)
On that first election, if one of the candidates have a percentage above 50% of all votes from the population (each person vote counted instead of the electorade system like US), they are the president. If not, a second election is held a couple weeks after with two of the candidates with the highest amount of votes and the winner of those is elected.
Now for the situation of the 2018 election. Before it, we had a total of 14,5 years of governement under the banner of the party called PT - Partido dos Trabalhadores (translation, Worker's Party) and though some of their works being incredible popular specially on the hands of the president of the first 8 years, Lula, his successor was not as popular being the president Dilma than was impeached on middle of her second period as president on 2016 being followed by the vice-president Michel Temer what depending of who you ask may be a coup though I will not enter in details on it.
The PT had some major scandals related to it including a long running investigation of private propriety adquired with public money by president Lula than was arrested during a period and released under the concept than the court of law than arrested him did not had the autority to do so (don't ask me, brazilian law is confusing) and with two bigger incidents, the infamous scheme of money laudring inside the governement Mensalão and a on the estate owner company Petrobras than is connected to all the oil trade on the country.
What did this changed? It gived a reduction of popularity on the PT, a lot of people getting distrust from it and the fact than the Brazilian economy seeing to get worse while the quality of life changes seen minimal (even porverty than was in a big decline was getting up during the period of 2014 to 2018 during the last period of Dilma presidency). That opened a oportunity to other parties to use those scandals as part of their politics.
Bolsonaro campaing for someone from US must remind a LOT of Trump campain as he is admitely a 'fan' of his governing way where he developed a almost cult like group than followed him for his weird charisma. He was seen as someone outside the political sphere than is seen by a lot of people on the country as a nest of corrupted vipers than only want to adquire wealth using the general population (though he holded some political work before it). He used a lot of propaganda and many promises (things like the reducing the value of the dollar compared to our coin the real to being almost at the same value compared to the 1/5 to 1 from today) and specially attacked the PT during his election what made he beeing seen as a 'anti the old bad governement' person.
Sadly it worked as he was as popular than his opponent than I will be honest, was just Minister of the Education (I can shit talk Brazilain education for days) and prefect of São Paulo for a while, nothing he did on those occasions was impressive and he had no charisma, his only 'support' was being from the PT and having support of Lula than was a incredible popular president. When Lula was arrested during the election year, his image was affected by it what paved the way to Bolsonaro to win.
That being said, that is my opnion and I'm not a expecialist on politics, is just my theory of why heck we ended up with this guy as president.

Some aditional notes:
- Due to getting shanked, Bolsonaro skipped quite a few debates which I believe contributed to people not realizing what kind of person he was.
- Last time I checked, Bolsonaro had accumulated 143 Impeachment Requests in a little over 3 years. For context, Dilma went down with 68 and she ruled for 5 years. (Arthur Lira is the guy sitting on all those requests fyi)
- Jair's had background in the military, but in truth he never amounted to much and the way I hear it, he had to loophole his way out of a dishonorable discharge. (which I think had to do with him getting into politics)

Brazilian here. Honestly, Bolsonaro is more of a meme at this point. What happens is that he is a very conservative that says anything without measuring the consequences, while also not acting as a career politician, both things that made him really hated by basically all other political parties, specially considering or last president was Inácio Lula da Silva, a full on communist that destroyed our economy in such way that economists said it would take more then 50 years for it to recover. And yes, i know if you look up it will appear that there was another president after him, Dilma, but trust me, she was just a puppet. Now, did Bolsonaro said stupid things before? Yes. Is he the bloodthirsty monster everyone outside Brasil thinks? No. Compared to Lula he is a saint. He look much worst because the media hates him, our main public channel is basically CNN. The thing with the woman that he said "I would not even r@pe you because you don't deserve it"? Yeah, she was a congresswoman called Maria do Rosário, and she was in a heated argument with Bolsonaro when he was also a congressman, the argument starting because Bolsonaro is in favor of the death penalty for r@pists, and Maria do Rosário is AGAINST, and at the time she helped defend and release a teenager (17) from prison after he R@PED A GIRL FOR TWO WEEKS AND THEN BRUTALLY KILLED HER. When Bolsonaro brought up that she defended r@pists, she accused him of being a r@pist, literally doing a "no u", making Bolsonaro go into a rage induced autistic ramble and saying the infamous phrase.
