I have a portercable 7424 I've had for like.... 14 years maybe. Thinking about going to a forced rotation DA or just a full rotary, but can't make up my mind. The PC isn't bad, it's just loud and vibrates like hell.

Hey man, I’ve got a question that I can’t get a straight answer for.
I’m spraying an Eastwood dtm epoxy primer and it says you can recoat within 4 or 5 days. I sprayed it and was going to go over with a 2k after an hour and a half but it’s still a little tacky so decided I’ll wait 24 hours. My question is do I need to clean the epoxy primed panels when I prime tomorrow or just tack rag it??

Try dissolve with some solvent. Maybe wax and grease remover or thinners. (Thinners won't harm factory paint) Then see if it needs polishing. There are also plastic razorblades that may help.
