proportional is not about getting the most money to the treasury, it is about extracting money from your economy in a more efficient way by taxing the upper strata (I can go into further detail if you would like)... anyways, very good video overall
@@connorvic3 you can usually just raise taxes after enacting it to cover the costs and also implement consumption taxes since you’ll get more money and also acquire it in a more efficient way, your consumption taxes should be targeted for efficient ones such services and intoxicants (tobacco, wine,opium) since those cost very litlle authority compared to the revenue gained (only do this when you still have peasants though, when you no longer have them, it’s better to implement consumption taxes that target the upper and middle strata the most.
btw i noticed that you were selectioning conscripts one at a time, by holding shift or control you multiply the amount of things you select by 5 and 10 respectively

I think I was adding conscripts one at a time because of a bug where it doesn't let you add 10 if there's less than 10 to add
