So it had gotten a new fuel pump assembly including regulator shortly before they sold it to me. Turns out it was a dirty sensor. After that was cleaned and it was measuring airflow correctly, it began idling too high. I guess the shop who worked on it tried fuel pump and then adjusted the idle up a bunch and then threw in the towel.
