Abulurd Harkonnen also had to marry very early because the Baron is only 22 years older than Rabban, and Abulurd was years younger than the Baron(we don't know his exact age, but they had a third brother who was born between the two). I would guess Abulurd also could be 16-18 years old when he had Glossu. I think it is pretty backward even if its a feudal society. Mainly when their lifespan is longer than ours.
