It's insane to think that Japan had high-speed rail as early as 1964. Britain was still using steam trains when this footage was taken.

Both countries continued used steam trains at the time. Japan’s last regular steam train service was in 1974 (JNR Class C61), the last British steam train service was in 1968 (Fifteen Guinea Special).

Those late-model steam trains were excellent though. They could easily sustain 100mph (160kph) and had track pans to take on water without stopping. Steam was very un-fashionable in the 1960s but it was still perfectly competitive, especially somewhere like Britain with relatively easy grades and small trains that didn't require double-heading. Britain stuck with steam longer than most for that reason, and because coal was quite a lot cheaper than diesel fuel there at that time, and much cheaper than nationwide electrification. Somewhere like the US though, the massive traction and ability to run 8 engines on one crew really favored the transition to diesel, moreso than in Britain. It's worth noting that in a lot of cases, the transition away from steam lead to lower average speeds, because electric traction (pure electric or diesel-electric) pulls hardest at slow speeds, whereas steam typically performs best at medium speeds. Therefore bean counters could put the same amount of horsepower at the front (3 diesels replacing each steam), load on 50% more weight, and the train could grind over mountains at 20kph without stalling. That wasn't Britain's use-case though, so that "advantage" was lost. They waited a generation until they had some real firepower available like the Class 55 Deltic, which actually did have the power to replace steam 1:1 unlike earlier units.
