Hi, so it's 10 to the power of negative three because to get it out of standard form you would divide by (10×3). If it was times 10 to the positive three you would times by (10×3). For example if 0.0043 is 4.3×10^-3 in standard form because you would divide 4.3 by (10×3) to get 0.0043. In other words, the minus sign in the power shows that it's a divide. I hope this helps :)
