I do hangs ,arm bars and waiter carries. its a cross between a warm up and part of a shoulder workout. I think its improved my overall strength in the shoulders
A lot of people especially beginners recruit their levator scap in the overhead press because the muscles of the shoulder arent strong enough or working in proper coordination. This will leave you with a very stiff or tweaked neck the next few days.

Could it also be, does shoulder health affects neck tightness?
They aren't quite connected yet they do work together so it would be important to warm up the neck first, if that's your problem area
