@TopatTom In close finishes, NASCAR looks at the start/finish camera to see whose car reached the leading (closest to the cars) edge of the start/finish (usually a yellow or white line in front of the checkered line) to determine the winner.
I like to think of it as McQueen stopping because he refuses to let King come in last place - He knows if he crosses then King will get 3rd, and he thinks the King deserves better than that, just like Doc Hudson deserved better than what he got. McQueen will have opportunities to win later, for the King, this is his last race.

The mivement of the crash was incredibly animated. You could use shape keys to model bent metal and broken oarts though, and maybe even emit particles of metal scraps. Still increadible nontheless

Again, I just appraise and inspect cars for a living, I have no idea what went on inside Pixar to make McQueen.
