Well, I mean, most things are a step backwards from TF 4. TF 4 is pure, unadulterated sprite eyecandy. It's probably one of the best looking 2D games ever made.
Mostly it's due to Sony forcing them to put the game in 3D or else they wouldn't allow the game on the PlayStation at all, as well as just the fact that 3D gaming was quite new at the time.
