I went though three different cleaning stages to deal with surging on an already spotless carb. $11 solved the problem with a new carb. Only upside is every other possibility has been fixed and I'm now really good at removing Honda carbs.
I"m finally sold on the honda plastic deck model after owning metal decks forever...I was always having metal fatigue and wear down on the wheel adjusters on my yard that has lots of roots so it really stresses those height adjusters but the honda slots in the plastic are nice and deep and haven't had any play to start wearing apart....of course metal decks corrode too
I found that if you take the float bowl off and use carb cleaner, bend the plastic red straw tube into the main jet. Get some good squirts and problem solved. No need to take the carb off.

It amazes me how many different carb, throttle, blade control, and self propel systems Honda changed from year to year..
