So the fact Garlick Jr can create and Control that could be used as an argument that he is Universal+ If you use the same kind of logic for the Naruto/Bleach wank. Goku certainly scales to Garlic Jr at least by the Saiyan Saga(but arguably he would scale somewhat in OG Dragon Ball too). And of Course we have the bunch of Frieza being able to Destroy the Universe statements, and of Course you could say Goku scales to 0.0001% of Frieza or something like that. Also keep in mind the Dragon Ball Universe has many statements about being Infinite Sized.
