It’s a classic villain trope of egotistical, greedy or just plain malicious characters using power or cynicism to justify their actions, but it’s villains like Doflamingo, Dio, Sukuna or even non-anime one’s like Viltrumites, Homelander, Sauron, Patrick Bateman and Palpatine that make it interesting because of the variety and extent of how they use their power to indulge their desires and impulses, and enforce their perspectives on the world around them.
Seriously, it takes a different kind of villain to warrant 5 different exhibits.
In the minds of those villains, they were the only good ones in a world gone mad!

Even the ones who know they’re bad or consider themselves evil (characters like Loki or Joker for instance) often do it from a place of judging the world as amoral, insane, savage and chaotic (which in many respects is true), leaving the only real choice to be to either indulge in vice regardless of consequence, impose order by any means necessary or to just die.
This kind of perspective doesn’t just make for writing good villains, though, but heroes as well (take characters like Batman or Nick Fury for instance), who are aware that their will always be individuals who will take advantage of the world’s chaotic nature to cause harm to others and decide instead to protect what little good, sanity and civility they do find in the world for whatever reason and by any means necessary.

Because, Doffy saw - Justice is what his father did rejecting his Divine status and living with normal people and Justice was also what villagers did to the Celestial Dragons, in both case it was justice, even though both parties were completely mistaken when it came to decision making AND Doffy was doing is also justice because he is doing the same thing to the people who will do the samething to him because he is a celestial dragon.

Doflamingo said Moriah would die from his injuries and, two years later, not only is Moriah still alive, he was also in the New World starting shit with Blackbeard, who Moriah has seen fight first-hand and knows that he's already on Emperor-level thanks to his Devil Fruits.
