Baking soda (sodium bicarnonate) is sodium-based and not a desireable chemical if used regularly in a garden. Potassium bicarbonate works as well, or better, and is a much-more plant-friendly chemical. Yes, not able to buy in a grocery store, but Amazon sells it pretty cheap.

Neem and aquatic life do not mix well; avoid using around ponds, lakes, streams, etc. As far as pollinators, it will not harm them when used properly. I suggest using a wetting agent (surfactant), such as Dr. Bronner's organic soap (castile soap), or a more expensive Quillaja Saponaria extract to "bind", or otherwise reduce surface tension, which will prevent the bugs from "treading water."
I guess baking soda works similarly to kill pests, but I do not have any experience using it.
