1. if i can find it by any chance
2. The one who finds it can they use it
3. Can they anyhow return it to me ? If they are good Samaritan (big doubt in india)

Yes, if someone finds your Mi Band 4 they can use it even if it is password protected because after someone tries to unlock it multiple times, the band gives an option to factory reset it.
I don't think you can get it back because there is no way to find out who the owner is.
