I've been using the original "travel duffle" for years now (a week in Taiwan, a month in Germany, numerous excursions closer to home) and this seems like an iteration that improved upon a few aspects with one deal-breaking change. Adding a dual-zipper to the admin pocket is great, plus the divider in the laptop pocket. The extra vertical front pocket is convenient. The longer carrying handles make sense. The reason I won't consider swapping mine out for this one is that I greatly prefer the clamshell opening of the OG version to this top-loading (traditional) zipper.
Everyone at Pack Hacker is always the best with your him depth reviews and before I buy any bag, I find your reviews! I have the tortuga home base and use that as my main bag when traveling. The bag fits so much. Liters comparison isn’t always the best way to compare size. Capacity wise would I be losing a lot by moving to this duffel? Any input would be great! Th ask so much for your reviews, always an incredible help.
From an initial guess I would say yes. If by personal item bag you’re referring to carry on luggage. Not sure this would fit under the seat though, if that’s what you mean
Did they include the dimensions anywhere in the review? Have they stopped doing this? Why should we need to go to another website to get this data for a TRAVEL bag?

Look up sizing guides for the airline you use, in the US different airlines have different guidelines

I get the front vertical zipper is that "Aer aesthetic" but there has to be a better way to do that front pocket. Its too awkward to get into.

since it’s so similar to the travel pack 3, does the main compartment pack more then the Aer travel pack 3 or about equal?
