But if you have a high enough Fame rating they will consider you a friend and not arrest you. At least not right away. If you continue to commit crimes though they will eventually arrest you.

I was playing Skyrim the other day and I fast traveled to the College of Winterhold. My horse and I apparated half a mile above the bridge to the college and we both died. I did it again to see if the issue went away, but it happened again, except this time my horse died, but I bounced onto the bridge and just got up and walked away.
The graphics are terrible and design of environment and characters are bland, but for some reason I still love the game, and will always remember Oblivion as being the exact title that got me into the Elder Scroll series.
What cracks me up about Oblivion is that the female wood elves are bigger and more Butch and more manly than the males where the males are just short and creepy looking!😂😂
