Great simple instructions, thank you, my issue is water running straight from my turn off valve to the pan and outside the house and it's not a drip, it's a steady flow outside, could this still be that my temperature relief valve needs to be replaced or is it something else Bill?
At Home Depot they sell a pressure gauge in the plumbing section. The gauge has a hose connection. Attach it to the drain valve of tank. Check pressure. If pressure is under 100 when tank is hot. Then I would say most likel it’s the relief. You will most likely need a new relief even if it’s a pressure issue.
Does the length of the temperature element of the relief valve matter at all? the new one I bought is 1/3rd the length of the old T&P valve's temp. element.

I've never seen the hot and cold bonded together . usually cold to the gas line .
It’s code in nj to help ground both hot and cold pipes since cold water line is connected to gas, and a dedicated ground.
The pressure release valve still leaks after replacement. Any suggestions? Thanks, Roy

NOT all relief valves leaks r external like going into pan like urs , some go into wall pipe and to somewhere out side of apt. condos!
You forgot to show that you need to shut off the gas and put it on pilot. And where is your Victory Beer Bill ?
You did'n't relieve the pressure first by opening a hot water faucet
