Resident Evil is a bad example of a game that focuses on jumpscares. The majority of RE's horror from Day 1 has been more focused on the suspense, it wasn't until 7 that jumpscares in RE became a thing.

jumpscares in Outlast are not scary at all, at least the scripted ones. Accidental jumpscares can be scary.
