A nephew's wife's family owned that big white farm house that is shown in those iconic pics and vids of the house swirling in those flood waters the media still shows. Carried it right off of the foundation. Nobody was inside at the time. They moved many folks onto higher land and subsidized newer housing for them.

I'd get some silicone spray from your local hardware store (it's made for snow shovels) or stop by a ski Haus and pick up some ski wax and try that to keep the mud off those boots. Fun vid!! Love this! May you have the happiest of holidays!
Just beware that ski wax often contains PFOA. You might only want to do that if you won't get large amounts in a sensitive environment. I think that natural oils are much friendlier for the environment.
Years ago I came across a bad place in the road like you did in this video and I had some orange marking paint that I had been using early that day and I drew a big circle around it and wrote deep hole on both sides of it and it got fixed a few days later
That levee gets used all the time at least every few years. In 2011 I was on that road you were on and you would be driving and you would see tug boat anchored along that levee and they would be 15-20 above you. Knowing that there is a wall of water on the other side of the levee is scary.

As a plasterer i would spray cooking oil on the inside of a bucket before i make base it makes it alot easier to clean the bucket after use so i imagine it would work on mud, but i would use the waterproof boot spray we call it kiwi spray in aus or use bees wax, makes it heaps easier to wash dirt and dust off and wont gum up like cooking spray does
One thing you missed at that sluice gate structure is that there were vertical slots for inserting barriers. Kind of like that one drain you clean on the river that goes down a river into a lake.

In fact, the type of soil with the amount of clay it has is the state's official soil, if I remember correctly. We have massive tunnels big enough to drive semi-trucks in 350 feet underground and they’re connected to some old quarries like McCook reservoir and Thornton Composite Reservoir. We can store about 17 billion gallons of stormwater There’s Timelapse vids on the MWRD UA-cam page of the reservoirs filling in rain events
@ Milwaukee has a deep tunnel system too. It’s pretty effective. Chicago’s incidence of combined sewer overflow into waterways is super low as a result of it even though we predominantly have a combined sewer system rather than separate storm drains

For the mud non-stick, there are many products that apply and dry vs something oil based. Like the automotive spray protectants for interior exteriors. RainX? Turtle Wax interior/exterior protectant? I doubt anything will hold up, even grease/oil based as the ground/grass/weeds wipe it off as you're walking around. But I don't know. It might be worth focusing more on cleanup, like maybe a small very light duty pressure sprayer or something.
Interstate 5 in CA is raised so it can act as a levee in bad floods. Stockton CA has great overpasses on the few streets that go under the highway. Thankfully never seen em used for that purpose, and wonder if they are even thought of in that way anymore. Yikes on that sinkhole under the road.
In Germany, it is generally forbidden to walk on dikes. You can damage the grass and thus endanger the stability of the dike. Only sheep are allowed on the dike and dunes.
In Belgium we control the rivers with dikes. Flooding are regulated with areas that the can fill up with water to reduce the pressure on the dikes and protect the urban areas. It's almost the same system that you showed.

Yeah the Mississippi River floods like that from time to time in the spring but it rarely comes all the way up the levee.

you should got to Cairo IL it is a town build completely surrounded by level with a giant flood gate as you enter the town you drive through
Several towns along the Ohio are built like that. Seen several in NW Kentucky, Southern Ohio and Western WV.
There's some pretty epic BBQ in Cairo as well, tho the economy overall there is quite depressed (even with the riverboat casino stuff).

I would change into another pair of shoes before getting in the car, and use some kind of scraper like a putty knife to get the mud off.

Use paraffin wax on your boots, which is also used for canning. I use “Gulf Wax” brand. Works great on snow shovels as well.
