Just a thought on certain locomotives ignoring instructions..... I get the impression you have sections of track where there is no data? What about the possibility of induction from neighbouring rails? You have long runs of track side by side, which are carrying high frequency data. Essentially, you have a large (horizontal) transmitter antenna. And right next to it is an untuned antenna (with no data on it). And because its the same length, its perfectly tuned to its neighbour.
On further thought, a way to defeat any induced rogue data from a neighbouring rail would be to put a number of small value capacitors between the two rails (which do not carry data) at regular intervals. These would then short out any transients (RF interference)
