The show’s budget was too small at the start and by the time we got to the later seasons it would have been weird to introduce people and houses other than the main ones we saw.
They also just dont matter all that much no more. They were already in decline by the time of Roberts rebellion and with him on the throne they lost almost all influence. Their liege stands held em on a short leash as well I am sure

There are black people in the lore, called summer islanders. So if they wanted more black people in the show, they should be from that region rather than westeros. Being said, I don't really care if Corlys is black, he's still a cool character from what the lore states. There's no example in reality where someone 75% white looks 0% white. That just sound strange to even fathom.
