@@solarflare9078 That's not how bugs work. Things glitch either because the fundamental code is flawed, or because code fails to gracefully handle broken data. Both of these cases apply to UMK3, and things obviously slipped by during testing.

The thing I find so stupid about this game is in the Arcade version of UMK3 you can't play as Rain but in The Genesis and SNES version Rain is available as a selectable character.
These games did run at 60fps on OG hardware, though a lot of older TAS videos are limited to 30fps on YT. It's only been more recently that the TAS runs have been reuploaded in 720p, which then enables 60fps playback on YT.
Graphics and sound are fine. There're specific glitches that make graphics shit bricks all over the screen (and possibly crash the game in the process).

Tool Assisted Superplay (in the case of this video). Game was played on an emulator with use of save states, memory watch and all that stuff to get the satisfying result.
He was doing a Brutality, but the combo was dropped during the automatic stage. The easiest way to achieve this is with Kung Lao doing his Brutality with the opponent trapped in the corner. Kung Lao during automatic stage will just phase through the opponent and drop the combo. Or with Stryker or Kabal by doing their Brutality as slow as possible and during the automatic stage combo will be dropped because opponent will be too far away and he won't get hit.
