I used to live in a house on a corner that had a drain in front next to the driveway. Lots of trees on that road meant that yard waste was constantly clogging that drain and causing the corner to completely flood. I would always go out there with an iron rake and to exactly this. So satisfying and even fun to play around with.

Personally, I'd get a long handled leaf rake and just keep raking stuff onto the sidewalk until the water is gone. Then clean up at that point when I can see what I'm doing. It's just as tidy after you're done and takes away most of the risk.
