      That depends on where he lives. Some places it is the nearby property owner. Hoping those in his area appreciate his efforts, in reality we should all go check our drains. We can't expect city workers to check thousands of drains before each heavy rain. I take care of my own area as I can, you can also. If it is too much or clogged then I call the city to assist. They check them routinely but have thousands of them to maintain. Do what you can to care for your community. Mine go direct to a large river, to the ocean and I've looked up the garbage patch so it motivates me to take care of my environment.

    I could almost hear the drains sigh with relief when you'd cleared them. Your village really needs to invest in screen covers for the drains (to keep out the junk that thoughtless people throw on the ground). You're doing a wonderful service for your community! Be careful - there could be something sharp in the water & your village needs you to be safe.

      You need big apertures to let the water drain and take some of the loose debris with it. A screen would trap even the small debris so it wouldn't make a difference in the end really.

      That is a horrible assumption (US citizen here). I live in a city that has wonderful infrastructure, yet we have this same problem! It mostly comes from trees and plants. You know the seasonal changes. Leaves falling. Or storms causing tree damage. Something that happens all over the world. So don't make dumb ass comments. Sorry for that guy. Your doing a wonderful thing!!! Ignore stupid people!!!!!

      People wear whatever suits them. Why not comment on how much he cares that he by himself goes out to do a service the city workers should be doing or just comment on what a great job he is doing instead you make a comment about his sandals, why, why, why. People go in lakes, ponds, rivers and the ocean with not shoes on. His footwear is not the focus point, focus point is him unclogging the street drains. Stop being so negative, you watched this video until you found something that you can complain about or better yet think you know what people should wear. It’s dirty rainwater not a big deal. People should comment anything/something positive---if you can only find something negative, there is enough of that in this world today, keep it to yourself especially if the comment has anything to do with their clothing/footwear. THIS PERSON SHOULD BE WEARING WHATEVER THEY WANT TO not WHAT YOU THINK, WANT, or SAY THEY SHOULD BE

      It would not be good to send the debris that clog that grate further into the system. It can also be dangerous to do so. As an example I would not wear a flip flop as I know it can be sucked off the foot or just the pressure of the water can cause a piece of plastic to slice the skin. Many places have contaminates in this sort of water. In the US there are so many that do not pick up dog feces/dillute dog urine that the storm water then water ways are contaminated as an example.
