First and foremost, Tamil Nadu needs robust infrastructure. Building good roads, bulidings, etc also creates jobs and increases the standard of living for everyone. Secondly, the government needs to invest more into healthcare and education. Atleast 2 universities from Tamil Nadu needs to enter the top 100 universities of the world ranking. Thirdly, the minimum income needs to be increased and standardized. Anyone who does not abide to paying the fair wage should be penalized. Fourthly, work needs to be quantified and rewarded accordingly.. goal is to make everyone work and not let anyone idle their time away. All men and women must work. Finally, road discipline, civic sense and decent behaviour will increase the footfall of international tourists to Tamil Nadu.. that is necessary as the state needs a good image internationally, especially for small businesses to invest in Tamil Nadu.
It ticks almost all the points you mentioned. TN is #1 in medical & there is a business study about that called 'Tamilnadu Model' in MBA as well.
