Underrated moment, but at 5:19 you can SEE the Mayor intensely following Flint’s movements and what’s he’s typing, which explains how he was able to hijack the FLDSMFR later in the film. Such a clever bit in a clever movie!

Well, he's an opportunist, so he doesn't actually care about either of those two.
With that case, he's basically what happens when Flint's own father Tim enforces his son to only have the path to the Lockwood family's fishing business, had he not accepted the presence of technology around him as a whole.
