Special concert 1988, I believe. From what I found comparing videos and pictures of his clothing this looks to be Giants Stadium Meadowlands New Jersey Amnesty International. Peter is 70 now. He was in his late 30s in this video.

Jerry's drumming was way more thunderous on the LP. Manu Katché is more tight sounding.

Man, I LOVE this song from Peter Gabriel's fourth album "Security". The musical style of his material is just experimental.
