  • The Metropolitan Police have paid substantial damages to a Black teenager, who says he feared for his life when he was stopped and searched in the street.

    Jamar Powell, who was 16 at the time, said he'd been handcuffed and surrounded by armed officers, with a Taser poked into his neck.
    Two officers now face disciplinary proceedings over the incident, which happened in September 2020.

    Compensation has to start coming out of the personal pocket ...paid directly out of their paychecks of the cops that were charged and convicted!

    When they say the Met are paying substantial damages, it means we, the taxpayer are paying substantial damages. It's in EVERYONE'S interest to weed out these incompetent, discriminatory, racist police officers. So can we stop making excuses for their bad behaviour. Yes they have a difficult job, but it's not that difficult to stop someone who actually matches a description accurately is it?

      All police officers should have to have personal professional insurance that they pay for themselves.
      Plenty of other professions do this, why not them?

      How are the RACIST ? They patrol areas that ethnic minorities dominate , so they should just look for odd white person just to show they are not RACIST perhaps like America let them patrol their own area !     while riding my motorcycle bike
    I’ve sent them £40,000 gbp breakdowns of total losses fingers crossed they pay because they caused me after 10 years ptsd

      the white guy was mentioned cos if you watched the video, the cop said every black person was handcuffed and searched because the sword could have been passed around... so by that logic why not handcuff and search the white guy as he could be in possession of it too?

      @@sonicstep you can't look at it like that, our taxes pay for everything, and it will be spent either way on things you don't agree with.. so for some of it to go towards someone who was treated badly for no reason, it's not a great loss, and may encourage the police to fire officers who have prejudice against minorities or officers who are generally narcissistic.. you wouldn't want your brother to be pushed on the ground on a dirty street with cops over him pointing guns or tasers on his head for no fault.. the boy wasn't holding a weapon, they could have easily stopped and talked to him and his friends.. they weren't running!

    My wife and our 3 kids are
    americans. I am a romanian national. Me and my wife moved
    to
    the UK
    in 2013 from Romania.
    In 2021 July we went to Turkey with our 3 kids aged then 7 months old and 5 and 8 to start a business and after that we planned to return to the UK.
    I got lied upon and wrongly accused to be a british spy then the turkish intelligence claimed I am
    a american spy. I was arrested and tortured/beaten up/blindfolded/psychological torture putting a gun to my head and shooting it with no bullet in the chamber etc - by the turkish intelligence service and they had attempts to kill
    my wife and our 3 kids by running them over with cars whilst in Turkey.
    The US embassy in Turkey offered no help
    for
    them. We managed to get out of Turkey and we took a flight from Turkey to Munich Germany - we were followed on the flight to Germany by the turkish intelligence.
    I took a flight from Munich to London - due to having no US visa and my wife had to fly alone with our 3 kids from Munich to USA.
    We were followed to our destinations by the turkish intelligence service.
    I landed wt Heathrow Airport on 15 October 2021 being followed on same flight by turkish intelligence officers - 2 of them have previously beaten me up in a Police Station in Ankara, Turkey. I can recall around 14 of them by their looks and faces from Ankara following me everywhere.
    The Police at Heathrow came and I told them I am scared they will
    murder me that they promised to shoot me dead upon landing.
    The Police mocked me and asked
    me if I am drunk or on drugs and then ignored the fact these turkish spies
    were literally 15 feet away smirking at me.
    I had to figure my own way out and ran for my life
    from Heathrow Airport taking a taxi and after that a Uber to escape - they followed me in cars.
    We ended up being apart for 2 years and 11 days. Ignored, left to be prey to turkish espionage, followed not knowing if we will get murdered at any given time.
    I went to the US embassy in London couple of times to make US govt officials aware of what my wife and kids were living on US soil - they were being watched and followed by the turkish intelligence service. Their house was watched also.
    My wife called the US Police, I called the FBI, she called the FBI.
    Their life was in danger every day in USA and nothing was done to keep them safe, Turkey and the turkish govt spies do
    as they wish on US soil.
    They lived in fear of being murdered on US soil by spies sent by a nation that is very hostile to USA and the western world - Turkey.
    Nothing was done by the US govt to guarantee their safety. Nothing.
    One thing that was done my wife wrote to the White House to Mr President Biden to inform them of me being followed in UK by turkish intelligence service and asked to make urgent or expedite my green card application - which they have done so but then I was refused the visa based on the fact my wife does not earn enough - kind of hard to go work to earn enough when turkish spies follow you and your kids in USA.
    Our oldest child - our daughter was born premature and with a cyst on her brain.
    Whilst going to the Mall in Wichita, Kansas with her mom and her other 2 siblings they realised they are being followed and watched by turkish intelligence service.
    So they called the Police and were instructed to wait outside.
    As they were running in fear for their very lives our daughter hit her head on a metal bollard - since the. she has been suffering from really bad migraines that have gotten worse and worse.
    My wife and our 3 kids came to the UK - after 2 years and 11 days that we had to he apart as a family due to turkish government lies and abuses.
    On arriving to Heathrow Airport - the UK border force has seized their US passports - they still have it to this day and claim
    they want to deport them back to USA.
    My wife and kids were arrested at Heathrow for 13 hours - as if it was not enough to have trauma that Turkey has inflicted on us.
    We mentioned the fact - to the Border Force of how the turkish intelligence service has terrorised our family and spied on us in USA and UK and they completely ignored this.
    There was a house that my wife and kids lived in USA. We payed rent there even after they came
    to the UK until we could not afford it and then right now she has nowhere to go and if she would go back
    to USA she would be homeless on the street with 3 kids and the turkish
    govt
    and their agents would not loose this chance to murder them.
    I had a application for a US Green Card - to be able to move USA and be reunited with them - made in 2021. The application was expedited or made urgent after she wrote to Mr President Biden about the fact I was followed on UK soil by turkish intelligence service and that my life was in danger.
    On 10th if January I had the immigration interview at the US embassy in London and was told
    my visa immigration was refused because "my wife does not
    earn enough" - how can you go work and live you kids at home when they are being followed by spies sent from
Turkey.
    After
    mentioning that to then
    US embassy immigration officer he seemed shocked and said he can get help for us so I was directed to talk to someone else - "a more senior person rank wise etc"
    I explained the story in all the details and was told they will help with this situation.
    I left
    the US embassy and have not heard back from them
    since 10th of January 2024.
    We cannot even go to the US embassy to seek help as my wife and our 3 kids passports are being held by border force.
    Yes we did call the US embassy when they were detained by Border Force and after that too in the following months - no help offered.
    The Citizens Advice Bureau - I have contacted them - it is a place
    to get free legal
    advice - has told
    me they can only hold passports for maximum 14 days.
    My son that is 7 years old his US passport expired in March 2024 - I have no way to renew his passport as the UK Border Force has his passport. He would not be able
    to enter USA on a expired passport - the US laws are clear.
    Right now if they get deported - which we can't agree to this as it would be a threat to their life - due to turkish espionage - a breach of human rights.
    It would also mean they would have a 10 year ban from re-entering UK, also I have no way to go together with them to USA - I do not have a visa to go USA - and then that means I will not have my human rights - right to private life respected.
    I will basically not see my wife and kids never again.
    Our kids are born in the UK and I researched it seems they are most likely british citizens by birth but they are being treated like criminals.
    The Border Force initial reports have omitted on purpose our mention of turkish espionage and the severity of the situation.
    I can't get my daughter to a private doctor as she has no id or passport.
    Is the life of a 10 year old american child not mean nothing to the US govt?
    Our youngest one is 3 years old now and he does not remember the horror in Turkey - which is good of course. But since the Border Force arrest on 26 October 2023 - he keeps asking me at random times "daddy is the Police gonna come and kill me".
    Our other son is now 7 years old and he is the most affected he displays clear signs of autism and after the Border Force arrest he almost
    stopped talking completely.
    Our kids - are mentally traumatised badly by all that happened in Turkey and after that too and they get very scared when they see Police or people in uniform
    - this is because in Ankara Esenboga Airport they were threatened openly by turkish Police and my son that is now 7 even got called "a american enemy".
    As a father I did not just sit quiet when that happened. And I corrected verbally the turkish Police.
    And the Border Force wants to traumatise our kids more by threatening to send the Police to arrest our kids in breach of human rights and with no respect for human life.
    A last detail is - I am ex-army and ex-police officer - I can testify to how much they thank me for my service. I gave some and some gave all yet now my kids and wife can't even be safe and free.
    Our kids have been robbed of their basic human rights and of their childhood. And still are every moment whilst these abuses carry on.
    No, I will never be silent when governments
    break their own laws openly and breach human rights and pretend they are in the right. I will continue to make awareness of our family's plight and hope that my children can maybe be having a childhood soon

    I am a white British elderly male, I am sickened by this and other incedents I have been informed of. The police are either incompedent, incapable or racist. There is no excuse that any police inspector can put forward an doing so only strenghtens the views I and the majority of the public have. Over the last few decades, the police across the UK have alienated the public and it continues at an ever increasing rate. Stop attempting to protect the inapropriate action of officers, big up and admit straight up when mistakes have been made, the more the police alienate the public the nearer we are to anarchy and people taking the law into their own hands and there will be nobody else responsible for it than the police themselves!

      There’s lots of nuance required when discussing policing here in the UK, but I think you’re overall point is correct. In this incident the police were either incompetent, incapable or racist. I personally think they were incapable of recognising how their incorrect application of a description might harm these young black men. The video evidence shown “reads as” - well, they’re young black men, in the area, there’s a lot of them, let’s just check them. For me (and maybe I’m in the minority), that’s not an unreasonable conclusion to arrive at.
      But once you look at those young men and find the person matching the clothing description IS NOT THERE - your enquiry should STOP. This part was unreasonable. Given the police officers progressed with the search of these the black men in my view it’s certainly racial discrimination and that’s clear by the conclusions the police officers had. If you’ve not found the person matching the clothing description and you continue the stop and search the only reasonable conclusion is to assume they believed the person of interest either changed clothes and/or handed the weapon off to someone or hid it. If that’s the case they should search EVERYONE, but they DIDN’T.
      I personally don’t know if this singular stop and search amounts to racism but certainly racial discrimination and there is a difference legally speaking, which is why damages were likely given. The racial discrimination is very clear given the actions carried out and words spoken by the police in the video.
      Overall, the sad truth is - the police were trying to do an important yet difficult job and simply did the wrong thing. The Lewisham Police, MET and the IPCC should acknowledge wrongdoing and set higher standards. If they did that incidents like this would be few and far between and the public would better trust in the institution. Yet time and time again they cover up for wrongdoing and brush off complaints. That only fosters more distrust into an institution with a very poor history on these matters. I could say more, but I’ll leave it there.

      ​​​@@ACsPianoCornerUrrm descriptions are only as accurate as the description given by the one doing the describing, they can be inaccurate at times. Criminals could have changed clothes as not to match the description.
      Police have to take that into consideration and work to preserve public safety. What has it got to do with racism? The white friend was also searched.

      Hi, @@lee9650, please re-read my comment (I know its long, but please do in full). The points you raise are ones I’ve already mentioned and detailed. I believe we agree more than disagree.
      First the description - YES - we agree a description could be inaccurate by the person giving it - which is why I said and agree, “checking out this group of young black males in the area is not an unreasonable conclusion to arrive at”, that’s perfectly within the duty of the police. I said that in the first paragraph.
      Second, YES - police do have to take into consideration public safety, which is why, if they believe the suspect could have changed clothes and/or handed the weapon off to someone or hid it. They should handcuff, stop and search EVERYONE, but they DIDN’T. Something else I already mentioned in the second paragraph.
      What they did was to only (at first) stop and search the black males. This is why we have such a long video, the white male was recording. The white male was not handcuffed, stopped or searched until the police officers had already done so to all the black individuals. Its only after does a police officer ask his partner “have we searched this guy?” With the reply “it could have been passed around so - yeah we need to stop and search him”. Meaning they treated him differently to the group he was with.
      So, if it’s reasonable to conclude the suspect changed clothes, hid or handed off the weapon - then it’s also reasonable to suspect the white male with the group of black males could also have the weapon. For that reason he should’ve be treated the same. He wasn’t treated in the same way and that’s discrimination (based on the video shown) not racism. I believe I was also clear on that too.

      In some areas a random search is allowed. In crime hotspots or often close to transport stops. The are checking for knives and weapons. That is not wrong doing.

    The Met should go into administration as a result of the review by Louise Casey, despite her not mentioning that.

      When I heard Casey had conducted the review, my heart sank. She has little time for human rights which is not good. I'm a retired policeman and served with the Met for a short while before going to another force where I spent the greater part of my career. The fact is that the Met is too big and unwieldy. Also, London has been allowed to incur into surrounding counties which has contributed to the Met's growth in size to around 26,000 officers, which is 10x the average number of officers in most provincial police forces.
      How can the Met be reduced in size to a more manageable size?
      Proposal No.1 - restore the former Counties of Middlesex and London and form two police forces, one in each county, disbanding the City of London Police in the process.
      Proposal No.2 - where Greater London has incurred into the Counties of Essex, Hertfordshire, Kent and Surrey, retract the boundaries of the Metropolitan Police District to conform to the county boundaries and redeploy those Met officers who are currently assigned to MPS stations located in those counties to the Essex, Hertfordshire, Kent and Surrey forces, transferring the stations to those forces also. Disband City of London Police also.
      Some have proposed breaking up the Met into smaller borough police forces. Up until 1974, large towns and cities had their own police forces, along with a number of Boroughs and County Boroughs, with Constabularies covering the rural areas in each county. However, under re-organisation, these were absorbed into larger forces covering one, two or three counties, or new metropolitan counties, as they were then.

      should confirm to - but often sacrificed to appease certain agenda-driven interests by their senior politically influenced
      "management" - is to be held to account. But "feared for his life when stopped and searched..."? Really? Check crime
      statistics for who carries and does what in today's UK streets.

    With the benefit of hindsight, I sincerely hope that lessons will be learned this time and stop and search procedures will be reviewed thoroughly and vigorously to ensure that this doesn't occur again in London. Resolve and meaningful dialogue, not the usual lip service given by opportunistic career Met commissioners or useless Mayors.

    When I was living in London in the late 1980s to early 1990s I was stopped and searched several times and even taken to the police station for questioning for no reason. I would call that racial harassment but I never wanted any English police officer to say that they were sorry for the way they treated me because I always knew my place in British society. I have moved on to another country now.

    I've been searched before, no big deal. Someone has been stabbed in the area and i was just walking home alone, police van stopped nearby, explained that they need to search me to look for a knife, and after searching, they explained that there have been a murder in the area.
    They need to do their fucking job, it's not racism, it's work.

    "full black tracksuit *or* black jacket" is police officer vocalising search description in video. Different from video broadcasters repeated description missing the possibility of black jacket.
    One of the three (to right saying jamal all three of us are in cuffs) was wearing a black hooded zip up with?, another black bottoms with black coat, another black jacket. They could swap or dispose of jackets/jumpers just like passing the knife. Which if found can be fingerprinted. Agree the caucasian/white friend filming should have been in cuffs, searched if wasn't. That rings major alarm bells that he seems to not be cuffed, possibly not searched. Especially if with group when stopped.
    If description was a red/ginger hair male, I would agree to his group of friends being searched on basis of knife could be passed, even if jumper/jacket missing on the ginger/red haired male. If in distance of search area. Also for all to be cuffed during search for police officers (or public) safety.

    As a retired policeman, there are two issues relating to this matter which gives me cause for concern:-
    Misuse of a Taser - This is not how Tasers are intended to be used. There was no justification for the manner in which it was used. The issue of Tasers to frontline officers must be restricted and the annual requalification must be changed to twice-yearly physical and psychological assessment as currently applies to Authorised Firearms Officers (AFOs);
    Line Manager Investigating Complaint - Allowing a line manager to investigate the misconduct of what one of the officers they are responsible for supervising is, effectively, the Met saying, " We've investigated ourselves and decided we've done nothing wrong." Clearly, the Met's High Command needs to study the House of Lords' rulings in R v Bow Street Metropolitan Stipendiary Magistrate ex parte Pinochet Ugarte (No.2) [1999] and Porter v Magill [2001], both of which deal with the matter f bias. Public bodies and corporations have been getting away with self-investigation and self-exoneration for decades and people are, understandably, sick to the back teeth with it. It is no good public bodies and corporation whining, "But you must let us investigate ourselves first," and forcing people down the Ombudsman route which isn't what many think it is. Self-investigation and self-exoneration has to stop - now.

    There are millions of UK people with an African or Caribbean backgound. " We are looking for a black lad" is therefore a terrible way to describe a possible suspect, plus of course a black track suit is extremely common garb. Regardless of the mistake or possible racism, if those are the clues they are going with to find a samurai sword wielding manic, it just seems extremely incompetent. I mean... im not a police officer but if I were looking for a guy with a sword, the sword itself would be my thing to go off... Its not something you can conceil very easily so why the search in the first place? You wont find a sword in some ones pocket, right?

Again, sounds llike an incompetence all around. If the officers have no idea themselves what they are looking for and dont understand what a katana is and just look for "a black lad in a track suit" you are essentially looking for a needle in a haystrack.

    It can't be denied that the overwhelming incidents of people carrying knives relate to tinted persons. It's like fishing - sometimes in you net you catch something you don't want - and you let them go. However, we fish for the health of the people - and like this tinted youth - he was searched for the good of the people. There should be no blame here - only recognition that no system is perfect.

I don't mind being in cuffs and searched if some plonker walking around within the same area with a sword... nothing worry about I got nothing illegal on my person and quite sure cops would apologise when they found nothing.. they only doing their jobs y'all need grow the eff up.. you be complaining more if a member of your family was run through with a samurai sword and the police not trying to find and search everyone in the area to try prevent anything bad

    I'm not surprised. As an older black male, I see these young boys rolling around London in packs. They dress and carry themselves like thugs and fit the profile of criminals. Don't be surprised if you attract the wrong kind of attention if you fit a profile.
    Try dressing in smart casual styles and stay away from black hoodies, tracksuits, Nike airmax trainers and anything else from JD sports. Stop speaking in slang, lose the piercing's and get a decent haircut. Pull your damn trousers up, no one needs to see your backside in boxers! But I guess that's considered "respectability politics."
    I wish I could feel sorry for that young boy in the video and his woe-is-me story but has he considered that if he wasn't hanging with that particular group of boys, he wouldn't have been in that situation? If having a certain group of friends is going to attract police like flies, maybe question whether you should be hanging around such people?
    Even when I used to work in security years ago, it was always IC3 males causing headaches and I have no more sympathy. Systems may not be perfect or fair, but at least try and use your brain to navigate it.

      If police take into consideration suspects are likely change clothes, then the description counts for nothing. And, therefore wath is the point of looking for someone matching the initial description?
      By your rationale - the officers should have stopped and searched all Black teenagers seen that night. Which would have consumed enormous amount of time, and likely yielded nothing, the culprit would have likely been long gone, unless he was mentally disturbed.
      When we condone poor policing practices, we endorse professional incompetence.

Nor have I abducted, nor raped, nor killed anyone - but officer Wayne Couzens done these things. Did he know his job? I have never been part of an institution which has been labelled Institutionally racist (I am not stating this was a racist motivated stop and search), yet the Metropolitan Police has been labelled exactly this. Did they know their obligations whilst they allowed poor practices and misconduct to flourish?

    I would reckon that when you are hunting down someone who is running around with samurai sword , you are pretty quick to grab anyone in the close vicinity who fits roughly the age gender and colour of skin and then later worry about if anybody felt put upon in the process of protecting the public from harm.
